While this image looks simple it is a classic example of "subjective" color.
I cannot tell you that it is right or wrong based on tone...but there are some targets to hit...
There is a temple in the right hand side that you should be able to see more of...
The trees actually will show you some green...
The net of the fisherman in the front of the boat is red.
You are close with the neutral but that can change in this image with choices you can make. I usually choose a neutral in the middle back of the scene somewhere in the mist and work the rest of the image from there...you are keeping the highlights in a pretty good place but you need to lift the shadows...
Take it slow and see what you can find in there...
