Make the rainbow really strong but keep the rest of the image in perspective.

Actually that is the way it was shot.
It is not a "adjustment", the lighting from behind the camera lit up the rain inside of the rainbow more than the rain outside. It was nearly a double rainbow on this particular night.
This is one of my favorite images to play around with in CM and using many different tools in PS. I try stuff out on this image because the edge of the color is indistinct. It requires you to really think through what you are trying to do...

I choose to tackle this using a mask...go figure...
Use smart selection brush and select the area around the rainbow.
Feather the selection to 10 pixels so that the transition to gray is not abrupt.
Since the Rainbow is against an essentially gray sky this adjustment screams LAB...
Crank the Saturation slider...
