Image is a bit small and compressed - can they be a bit larger next time please Mike,
I tried Lab with 2 sets of contrast pins + a little adjusting between there areas - the image is nicely divided into tonal ranges!
For my 2nd pass I went for the shadows and cheated by then masking out the traffic cop.
I then tried Dan's VividLight idea (not that I fully understand it and have not watched the video yet) - the results are in the next posting.

The first image is the result of an AutoLevels (oh ugh) + the vivid light layer (no setting of neutrals)
and the 2nd image, it doing the same thing, but starting from my first Lab pass, instead of the AutoLevels.
In both cases I masked out the traffic cop
Quite interesting.

Just comparing these different renditions, one has to say that for a snapshot photo, Dan's VividLight idea, which literally took 55 seconds (I timed it!) gives excellent results to rescue an (unimportant) image - but not nearly so satisfying to do!

I cheated a bit by masking out the foreground (R channel) then zooped the contrast in Lab mode and finally Shadow/highlight and sharpened. It is more difficult in a low res image. Also tried in RGB, but the image is running away from me there.

Ok...But only because the US Atheletes need to breath clean air for the marathon....
Two CM passes. First Pass for contrast pin X 2 (2 different sets of contrast pins) and second pass for masking and B channel adjustment.
