Brian,
This little shot has 1 big clue.
The water tower...In your image shot1. The edge of the tower is lost to the highlights. The original is shot 2.
When you look at shot3, The only thing I have done is a threshold on the highlight and shadows. Not the point threshold. Just the edge threshold.
If you start there and then adjust the color....
